I actually wrote a program to decrypt Chrome passwords in hopes of doing exactly this (copying to iCloud Keychain). Unfortunately, it would seem that Safari is granted a special entitlement which allows it to read and write from iCloud Keychain.

Since the advises here are quite useless, I had made some research.Importing specially the passwords from Chrome isn't such as easy as it is with the bookmarks.1. You have to open in Chrome 'chrome://flags'. Search for passwords export.

Set the flag to enabled.2. Restart Chrome3.
